On 6th March 2025, CHINALUX hosted an engaging and informative event on Hiring of Talents from Abroad: Updates on Immigration and Personal Taxation. Held at the premises of PwC Luxembourg, the event brought together industry experts, legal specialists, tax experts and HR professionals to discuss the latest developments in international talent mobility, with a particular focus on Luxembourg’s evolving immigration policies and taxation measures.
The evening began with a warm welcome from Ms. Zhujun Xie, President of CHINALUX, who expressed gratitude to all members, friends, and partners for their participation. Special appreciation was extended to PwC Legal and PwC for their support in making the event a success.
Ms. Catherine Belfast, Managing Partner at PwC Legal, introduced the event schedule and acknowledged the presence of esteemed speakers, panelists, and attendees, emphasizing the importance of staying informed on regulatory changes affecting global talent acquisition.
The event featured an impressive lineup of speakers from PwC Legal and PwC Luxembourg: Ms. Sabrina Alvaro, Senior Counsel & Head of Employment Law Team; Mr. Eric Weber, Senior Associate, Employment Law; and Mr. Julien Treffort, Partner, Personal Taxation. Their presentations covered key updates on immigration, including changes in residence permit provisions for highly qualified third-country nationals, as well as recent modifications to the ‘impatriate regime’ aimed at benefiting highly skilled professionals relocating to Luxembourg. Additional employment tax measures impacting international talent mobility and corporate HR strategies were also discussed.
A dynamic roundtable discussion, moderated by Ms. Xiaoyan Huang, China Business Leader & Tax Specialist at PwC, and CHINALUX Executive Board Member, provided attendees with deeper insights into the challenges and opportunities presented by recent immigration and taxation reforms. The expert panel included Mr. Fabio Cerveira, Luxembourg Ministry of Home Affairs; Ms. Delphine Debailleul, Cargolux; Mr. Erwan Malgorn, ICBC; and Ms. Séverine Moca, PwC. Panelists shared their perspectives on the implications of new policies, best practices in HR strategy, and ways companies can better support international hires in adapting to Luxembourg’s regulatory framework.
The event concluded with an interactive Q&A session moderated by Mr. Jacques Bortuzzo, Vice President of CHINALUX. Participants exchanged insightful comments and questions with the panelists, fostering a rich dialogue on international talent acquisition, corporate compliance, and workforce planning.
